He has overseen a much larger group of staff and employees than any Senator or Representative does.
He has dealt with so many different things that come up for any executive, including a lot of interfacing with the federal government. In terms of foreign policy, he was a big leg up on many, as he is a veteran (only other vet in race is Gabbard, who will be one of the first to drop out) and has post grad degree that encompasses a multi-disciplinary approach to global interlocks. It was not just any degree either, it was the Oxford Philosophy, Politics and Economics programme, which is one of the most rigorous in the world and in which he earned a 'First' which is extraordinarily rare).
