Governor Cuomo Update July 23 2020
This has been a stress test of government performance. Under the COVID stress test, we've seen what governments could perform and what they couldn't. It tested character of the people of the state.
Contact tracing does find super spreaders.
Government has to work.
After six months, we know what COVID is about. We must learn the lessons of those months.
Reopening was never the question. Yes, but follow the science and the metrics.
Careless, rushed, incompetent reopening vs. phased, smart reopening shows the results of ignoring and adhering to science.
Rushed reopenings have not helped the economy. The political debate should end. Facts should rule.
The NY quarantine is to stop a ricochet of the first wave: NY police are at airports, entrants must fill out forms, and travelers' ignorance is no excuse.
We're helping Atlanta and other states. Monitoring young people age 21-30, whose numbers are up.
To young people: this is not the time to "fight for your right to party;" do not ignore the facts; respect local law enforcement.
To taker Republicans: there will be no recovery without funding for state and local governments.
Re troops: Like Chicago, NY has had some crime uptick. However, there is no endangered federal property in NY; the Constitution states that there is no policing of states from the federal level; if federal agents were sent, NY would sue; I will hold the president to his word to talk if anything "changed."
AN AIR FORCE SPECIAL OPERATIONS SURVEILLANCE PLANE IS LURKING NEAR PORTLAND DURING FEDERAL CRACKDOWN
https://theintercept.com/2020/07/23/air-force-surveillance-plane-portland-protests/?fbclid=IwAR2-6vk9ld3lRHi_PAxNrO7XdePz_w1JAf9fC4mF42cLSV_8SVqSx6NOljwThe Air Force did not immediately respond to a request for comment.
The flights dont seem to have taken place directly over downtown Portland, the epicenter of the protests, but rather at a range of 20 to 30 miles from the citys center. That could still allow for fine-grained surveillance, however; a 2016 Bloomberg report on police aerial surveillance over Baltimore noted the small civilian planes used there could surveil an area of up to 30 square miles.
The mere presence near Portland of a plane designed to stress test SOCOMs aerial spy gear is enough to concern some observers. The apparent use of military aircraft in a domestic operation should set off all kinds of alarm bells, said Steven Aftergood, director of the Federation of American Scientists Government Secrecy Project. What is their mission? Under what authority are they operating, and who authorized them? It seems like the administration is pushing right through what had been established norms of transparency and accountability.
The vast array of power surveillance gear this plane potentially could be carrying on these flights is cause for concerns over privacy and political expression. These aircraft are believed to carry SIGINT [signals intelligence] sensors; if that is the case, then circling at that distance would probably (depending on the altitude) allow the sensors to collect data, David Cenciotti, a retired Italian Air Force officer and aerospace journalist, told The Intercept, though he noted that he could only speculate without knowing the Cougars actual payload.
This is the military. Is the military trying to send the American public a message?
What's next -- shock and awe?
Surveillance & Safety Apps.
It's better to have one and not need it than need it and not have it.
Trumpgoons are out in Detroit, Portland and Chicago. If you live in a big city, they might be near you.
If you know of any other good ones, please share.
1. Hands Up 4 Justice, (iPhone and Android) allows people to discreetly record interactions with police officers during traffic stops, etc. http://ww12.handsuptheapp.com
The app integrates emergency contacts and GPS,
uploads to YouTube or a Dropbox account. Kirkwood wanted to make it easier for people of color (who are disproportionately stopped by police on US highways) to record their interactions without fear of intimidation.
2. The ACLU's app allows anyone to film interactions between police and citizens and upload footage to the ACLUs website.

3. Im Getting Arrested, is a free Android app that instantly sends texts to emergency contacts that youve pre-programmed into your phone.
4. Stop and Frisk Watch allows you to report police misconduct as well as connect with other users via community feeds.

Governor Cuomo Pandemic Update July 20 2020
50,000 tests daily
Positive rate = 1%
No warning signs or trouble spots across regions
We have to protect the progress we have made and not let the infection rate pick up, remain vigilant against two growing main threats:
-- the congregating of young people, who stupidly spread the virus by getting sick;
-local police have not enforced the law because it's unpopular;
-since bad businesses exploit the economy, they make it worse for the good ones;
-police are not there to inform, but enforce the law, the line between anarchy and civilization;
-- the infection increase across the country; it will affect New York
-an outbreak anywhere is an outbreak everywhere;
-quarantining and state border control is impossible to enforce with absolute certainty.
When we needed help, 30,000 health professionals around the country came to New York. Their courage, heroism, love, generosity would never be forgotten. We are paying it back to CA, OR, the New England Patriots' owner. Whatever they need, we will be there to pay them forward. We send drugs to FL, GA and TX while this government is still in denial, plays politics.
The solution is medicine and science. Still the country is as unprepared as Day 1.
We go to Mayor Van Johnson in Savannah today.
Thank you, America, for what you did for us.
We the people of New York won't forget, and we will be there for you when you need it.
NOAA's Hurricane Prediction 2020
Hurricanes are hard enough on the Southeast when folks are well.
Heaven help those hurricane zone states now suffering high COVID hospitalizations and deaths.
As Mary Trump says, her uncle takes pleasure in others' misery. He'll contract out disaster money to those who give him a kickback, and little from this WH occupant will reach them in any timely way, not even tossed paper towels. These states had better stockpile emergency supplies even more this year.
Hurricanes usually show up by late August.

Homeland Security making plans to deploy some 150 agents in Chicago this week
Source: Chicago Tribune
The U.S. Department of Homeland Security is crafting plans to deploy about 150 federal agents to Chicago this week, the Chicago Tribune has learned, a move that would come amid growing controversy nationally about federal force being used in American cities.
The Homeland Security Investigations, or HSI, agents are set to assist other federal law enforcement and Chicago police in crime-fighting efforts, according to sources familiar with the matter, though a specific plan on what the agents will be doing had not been made public.
Later Monday, Lightfoot sent a four-page letter to Trump saying that, despite his misplaced and incendiary rhetoric, she will take him at his word that he wants to help Chicago.
As news of the plans spread, leaders of the American Civil Liberties Union of Illinois issued a strongly worded statement opposing the move.

Forces of the FOP and BLM are readying themselves. Even Arne Duncan(!) is against the feds moving in.
The Illinois FOP has no legal standing to request any federal "help" in Illinois or Chicago. They are right wing haters of all Democratic governance in Illinois, anyway.
Excerpt from the FOP's president:
Illinois law has passed two laws that disallow any local law enforcement cooperation with ICE or CBP. If Mayor Lightfoot or Gov Pritzker could prove harm to Illinois citizens, Illinois' AG could file a suit similar to that filed by Oregon's AG.
