AND the information is available in the voters guide that is sent to every household in California with registered voters. And is available on-line. And is available in several languages. And is available as an audio file.
Yes, NPP voters who vote by mail will receive the default ballot unless they ask for it. But registered NPP voters were asked which ballot they wanted before the mail ballots were sent: I was, as were friends in the neighboring county. Now if someone didn't bother registering until the May 23 deadline and decided then that they wanted to vote by mail, it takes time to get a physical ballot delivered. If only the SoS website told voters how to correct mistakes - wait, it does: point 5.
