I understand that it won't be easy to keep the child home. But his or her life is on the line.
A 16-year-old can be home without babysitting. You can set up a program of home study. Try to find other kids from the same school who are signed up for the same courses and see if the kids can get together (online, of course) to study. You may even find parents to teach at least part of the time.
For guidance, search "homeschooling," "homeschooling organizations," and "homeschool curriculums" on the Internet. Each state has standards for every course. I'm no expert, but I've searched out enough of them to have an idea how to find them. If you want to talk about that, PM me.
Do you have time to jump through all the legal homeschooling hoops? If not, do it anyway. This is too important.
Edited to add some stuff.
