The wealthy could always get individual plans at whatever price. It's the rest of America who benefits from these reforms. It's for young adults who work in jobs that don't offer health insurance yet, like many small business or food service or temp type jobs. There are a lot of jobs like that everywhere: Uber drivers, bartenders, baristas, people who work for startups, freelance programmers and graphic designers, and many more.

Not everyone wants a traditional office job and there are many types of workers that are needed everywhere. And many work while still going to school or take evening classes.
