These cops get away with it because local prosecutors and investigators cover for them. There needs to be a change on this now. ALL cop shooting deaths and hopefully all brutality charges are an independent investigator. Make a special unit at the DOJ. And I know just the woman to do it: Attorney General Marilyn Mosby.
