16. Forgive my pessimism. I truly hope it works out but I am very skeptical.

I have over my years seen a lot of these "investigations". After the investigation comes the promise of actions. The actions usually include more training and a change to written policies (policies that weren't followed to begin with) and the firing of a couple of low level workers. This process will drag out for months until it's out of the public eye.

With its findings now public, the Justice Department is likely to seek agreement from the Ferguson police department to implement serious changes to its practices. But if negotiations fail, then the Justice Department would likely file a civil lawsuit against the police force, hoping a federal judge will force the police department to enact appropriate changes.


The rhetoric includes phrases like, "is likely", "would likely", and "hoping a judge" will take appropriate actions.
