16. Maybe the homeless are just dying. They have been getting kind of old.

The laws have been getting tighter making it harder for them to survive, pushing them out of places where they used to squat, and stuff like that. Maybe it's killing them?

Also the front edge of the population bubble is in it's 60s now. Maybe the homeless baby boomers are dying because it's hard out there on the streets if you're old.
