Move to that other county where the sheriff is not pathologically dangerous.

Imagine no USA and no unity within States. War lords running towns and raiding across county borders. A world without nation-wide governments. Imagine oath-keeper and proud-boy gangs as the effective rulers in your neighborhood.

Or imagine a world without lakes.
