It isn't as if they can come and remove it from anyone's phone, or stop the app from working. People will go on using it as usual. The only people affected much will be those who aren't on it yet, or those getting a new smartphone--- but it seems likely that they could find the app on a non-US-based website.
I am opposed to the 'ban', but the ban is rather toothless, IMHO. No 'ban' can stop Americans from using TikTok.

All tik tok has to do is transfer it to an acceptable department that doesn't involve China.
