He was advised to move emergency HQ's, including the communications center away from the WTC after the attack during the early 90's due to its attractiveness as a target by Bin Ladin. Guiliani failed to do so. So following the 9/11 attacks he ran around town with a walkie talkie like a kid during school recess and joking that the HQ's were located where ever he was located.
