20. An article written by one of Ballard's former associates says...

these "mass child rescues" are publicity stunts pre-arranged by Ballard's organization itself. They approach child traffickers, tell them they want some kids to abuse, and the traffickers show up as planned with a bunch of kids, who are told they're going to a party. Then Ballard and the cops swoop in and arrest the traffickers, "rescue" the kids, and the kids are tossed back into the wild to fend for themselves. The rescue, of course, is filmed by Ballard's organization using secret cameras. Then Ballard takes this video and uses it to get money from donors who want to "rescue" kids.

It's a moneymaking scheme.

The movie Sound of Freedom is based on Ballard's exploits, and although I've heard it's well-made, it's based on a lot of fiction.
