Director of national intelligence apologizes to senators for lying about NSA spying

US director of national intelligence James Clapper has sent a letter to senators in which he apologizes for providing “erroneous” information on NSA data collection, but the director is still under scrutiny for his inconsistent statements.

In late June, Clapper wrote a letter to the Senate Intelligence Committee to correct his response to a question he was asked during a March 12 hearing. When asked by Sen. Ron Wyden (D-Ore.) whether the National Security Agency “collected data on millions of Americans,” Clapper lied to Congress and said the NSA does not do this.

“No, sir, not wittingly. There are cases where they could inadvertently, perhaps, collect, but not wittingly,” he said in March. But after NSA leaker Edward Snowden revealed the NSA’s controversial surveillance programs in June, Clapper told NBC News that he gave the “least untruthful answer possible” at the hearing, and said the question he was asked was unfair. He said it was akin to being asked “when he was going to stop beating his wife.”

But now the national intelligence director is telling another story. In a failed attempt to minimize criticism against him, Clapper sent a letter to the Senate Intelligence Committee on June 21, stating that his “response was clearly erroneous – for which I apologize.” He claims that he misunderstood the original question.

6:35 p.m. update:

By 6:15 p.m., about 2,300 people have signed up to testify, and two more overflow rooms have been opened for a total of 11 in the Capitol Extension.

James Stewart of College Station began his testimony with a prayer seeking blessings for himself and his audience, then said he wanted to speak for those who are rarely heard from in the abortion debate: men who do not get to be fathers or brothers.

“My sister had an abortion. I don’t get to be the uncle to that child, that innocent little life that got taken. I never got to know him,” Stewart said. “At least with this bill, it would assure the fathers, the uncles and so on that the baby that gets taken away from them would at least feel no pain.”

Jane Norwood of Austin call the bill a “government overreach and intrusion into our personal lives.”

A Customs & Border Protection (CPB) report, released in response to EFF’s Freedom of Information Act lawsuit against the agency, shows CBP has considered adding weapons to its domestic Predator drones.

The report, titled “Concept of Operations for CBP’s Predator B Unmanned Aircraft System” and submitted to Congress on June 29, 2010 shows that, not only is the agency planning to sharply increase the number of Predator drones it flies and the amount of surveillance it conducts by 2016 (detailed further in a separate blog post tomorrow), but it has considered equipping its Predators with “non-lethal weapons designed to immobilize” targets of interest. (p. 63).

Predator drones, manufactured by General Atomics for the US military and first flown in Bosnia in 1995, have been designed to carry weapons in addition to surveillance equipment like live video and thermal imaging cameras and Synthetic Aperture Radar. The Predator B drone flown by CBP is popular due to its ability to fly at high or low altitudes for up to 27 hours without refueling and its capacity to carry nearly 4,000 pounds of surveillance equipment or weapons. In fact, General Atomics markets them as providing “a long-endurance, persistent surveillance/strike capability for the war fighter.”

However, this is the first we’ve heard of any federal agency proposing using weapons on drones flown domestically. That CBP has, without broader public discussion, considered this step—combined with the fact that the agency (with Congress’ blessing, if the immigration bill is approved (pdf, p. 92)) is planning to sharply increase the number of drones it flies—should cause serious concern for Americans.

As politicians in Washington continue to ignore the plight of students drowning in student loan debt, a new proposal developed by students in Oregon takes an innovative approach that could alleviate the need for student loans all together.

Under the proposal, referred to as Pay It Forward and lauded by Senator Mark Hass as an example of "out of the box thinking," local students would be able to attend public universities and community colleges in the state for free.

Instead of taking out costly loans, students would enter a social insurance program and pay about 3 percent of their adjusted gross income for graduates of four year programs, or 1.5 percent for two year programs, for a total of 24 years. Students would graduate with no debt, no interest and the percentage of their income they had to pay would never change.
