Mueller is a chain of command Guy,and Rosenstein was the link between him and Barr,and thusly we see what happens. When Comey's violation of the same Ground Rules was allowed to stand,you new what was going to happen down the road. DOJ run by the Rethugs would do their level best to protect themselves from any and all criticism as a result of a previous rule violation.
