That is, in fact, what he says, and he does, in fact, sound a bit delusional.

Not to mention, the question is about Greenhouse Gases, not pollution in Beijing.

Moving the carbon sources out of the cities into the country where it doesn't bother as many people is a perfect recipe for NOT reducing global emissions.
