Is the Iowa caucus basically like IVR, except not instant?

What appears to have happened last night - Bernie leading on the first alignment but probably coming in second in the final count because he was fewer people's second-choice than Pete - isn't that basically what could happen with IVR?

If I were to vote in a presidential
primary today, I would vote for:

He's behind in "state delegate equivalents" because of the formula they use for that.
