It is weirdly worded. Here's the whole explanation:
The figures are broken out among Democratic primary voters nationwide and in early primary states, which includes just voters who live in Iowa, New Hampshire, South Carolina or Nevada. The latest results are based on 17,787 survey interviews conducted Dec. 23-29, 2019.

I think you have to subscribe to see how the #'s a broken down. Anyone have that? What's the SC % in this poll? That's gonna skew Biden up. Individual states don't seem to support this 'average'.

It's been during the holidays between Thanksgiving and New Years and putting a poll in the field now would be a waste of money and resources for the polling firms. As far as I know the DNC isn't paying these folks to take polls, they are doing it as part of their regular operations and the DNC is using them as criteria for who makes the debate. These groups would rather spend their limited resources to take state polls in January when more people are going to be home and the result is closer to the elections.

Yang is taking the Sander/Gabbard approach now and trying to blame the DNC for his inability to garner more support.He wants to be on stage so bad that he's willing to poison his supporters from voting for the eventual candidate by making it look like the DNC is rigging it for them.

November and December, so I can understand why he is frustrated, when you have to qualify, and there are no qualifying polls out. Chuck Todd was staying there were a couple of polls, but none were qualifying polls for the DNC.

at iowa to see. There were 8 polls taken of Iowa in December 2015 and I think 22 in January of 2016, so clearly a lot of folks were focusing on January then too.

However, when you look back at those polls, they were pretty bad. Clinton +11, + 22, +31..... When the polls got into mid January they got a lot better. I can't speak tot he specific reason each pollster is holding back right now. However I am sure of one thing. It's not part of a DNC conspiracy to deprive Andrew Yang of being the nominee.

Because Bernie is doing well, and those commissioning the polls are trying to hide Bernie’s advancing upwards.

...more so than usual, which allowed candidates like Gabbard and Yang to qualify for their debates to begin with.

I hope this is the last year the Media puts so much focus on NH and IA but I suspect it won't be. Other than wanting a horse race story it makes no sense to me and many other Dems.
