How did Steyer make the debates when Castro and O'Rourke didn't?

Somewhere I saw that he "bought" his way in. But that's not possible with the number of donors requirement, right?

But yes the requirement for a certain number of donors was met.

For debate qualification updates and analysis I recommend following Zach Montellaro.

... enthusiastic following. Why Steyer presisted and O'Rourke couldn't was a mystery. I say "was" because a couple of responses here point to ad buys. He was a presence on CNN long before the primaries heated up.

You can't watch a half-hour of TV in South Carolina without seeing a Steyer ad. Also, there's that whole "send me a dollar" thing that so many low-single-digit candidates have used. You spend ten bucks to get one buck in return, but you gin up your "supporters" numbers. I expect Bloomie to try the same stunt.

While he was a candidate, Eric Swalwell used that a lot. Being as I'm in SC, I get targeted for a lot of advertising online that most Americans don't see.

Steyer had built up a huge mailing list. In some ways I'm surprised he didn't do better with the donor threshold.
