After seeing this video, a number of people have asked if any of the 2020 candidates have a plan to address our broken police system. Not only does @JulianCastro have a plan, I'm going to walk you through how #PeopleFirst policing would address this outrageous scene. 1/8

First, these officers would likely be fired. #PeopleFirst policing will require police departments to set rules on the use of force & deescalation. Cops threatening to execute parents b/c their child shoplifted a doll would have violated those rules. 2/8

If the Phoenix Police Department didn't fire them, it would risk losing its federal funding. #PeopleFirst policing will create real accountability for the federal money that goes to local police departments and stop your tax dollars from funding 3/8

If they were fired, too often, they could simply go to the next town over and get a job with no repercussion. Not under @JulianCastro's #PeopleFirst agenda. We will create a public national database to increase transparency of officers w/these offenses on their record. 4/8

This family has decided to bring a civil lawsuit because of this incident. And they absolutely should; what they were forced to endure was abhorrent. But because of a policy called "qualified immunity," it will be incredibly difficult for them to be successful. 5/8

Under #PeopleFirst policing, no one is above the law. @JulianCastro will work with Congress to end the qualified immunity doctrine so families like this can get justice after incidents like this. We will make it possible to hold officers accountable. 6/8

@JulianCastro recognizes that we also have to deal with root causes of these incidents, so it calls for unconscious bias training & stricter efforts to ensure people aren't bringing racial bias into the policing profession. 7/8
