If talented smart people have to go to all the places in Europe where they can get free education they will be more likely to pick up international opportunities and not come back to this country. Brain drain.

state supported and city supported colleges and universities were free or practically free. It is not a new concept.
Oh btw there were public schools and not the drain of the silliness of charter schools etc ...
So, if there is a brain drain: good!
