How will Bernie Sanders improve the economy beyond government programs?

I totally agree with rebuilding infrastructure and energy systems etc., but it can't just be government programs in the long term. How does he propose to expand existing small and medium businesses and grow new ones? He will never win a national election just running on government expansion. Most Americans work in small private businesses. What are his views on this? Hillary has a small business growth plan. Where's Bernie's?

We've had 30 years of failed conservative economics(tax breaks) for small and large businesses to last us another 30 years. I don't know how many more they actually need. Small businesses are started on a daily basis already with the current tax laws.

So do you have a specific complaint?
