re:CIA - Revenge - an understandable gut reaction but a bad basis for policy and procedures.

CIA's Brennan spoke passionately about the mind set immediately after 9/11. At this point in time, is revenge still a viable justification for torture? I won't judge that one from his or the CIA's point of view, yet it seems a self defeating approach. And one that increasingly undermines any clear objective goal.
