Did U.S. Senator Ron Johnson conceal knowledge of felony sexual assault?

On this coming Monday Wisconsin republican state legislator Kramer will be in court to answer charges of sexual assault. Apparently he has done this before and now the previous woman involved has come forward saying Kramer had sexually assaulted her 3 years ago. It turns out U.S. Senator Johnson was aware at the time of this felonies occurrence and agreed to aid in covering it up. This info comes from the Racheal Madow show this week. Does anyone have the right to cover up a felony, and if so, under what conditions? If not, then is it a crime in itself to fail to report a felony?

It was reported that he released a statement saying that he 'kept quiet' and 'performed no further action' at the request of the victim.

I would be curious to hear how the woman filing the charges responds to that characterization of her interaction with Johnson's staffer, who supposedly relayed the woman's complaint to him. To see if she truly did make that particular request, of if the staffer or Johnson himself mischaracterized the information she presented to his office. Given that the victim herself delayed pressing charges for 3 years for partisan political reasons, I find it hard to proclaim that the Senator did anything worse than the victim in participating in a cover-up of the criminal acts. It does sort of sound like 'accessory-after-the-fact' to me, but IANAL (I am not a lawyer).

As to your other conditions, I suspect it varies with the felony and the state. For instance, in my state, and presumably in many others, healthcare workers are required by law to report even suspicions of child or elder abuse to police.
