What made him the expert?

Baroni authorized a statement for reporters when pressed, after ordering no talking to the media for weeks, explaining that the closings were part of a" traffic study." A study that failed to notify government agencies or police, fire, etc.

These Baroni produced documents show that there actually was a claimed traffic study that was done, or at least a preliminary one. Two versions turned up in the documents -- one was six pages and the other 16. Both were dated Sept. 12, the day before the lanes reopened.

Baroni manufactured the traffic study outcomes, all part of the elaborate coverup, all the while insulating Christie from the eventual and inevitable fallout to come.

you can determine if the document was back dated.

2. Any kind of document, really.

Pretty sure IT folks can determine when the file was actually created on the computer or the network regardless of if whether it was somehow "fixed" later to appear as though it was created at a different time.
