Long ago, a JAG in the military filed a brief for me for an investigation, of course HQ refused my JAG's request, then, my JAG filed another brief citing the FOIA, then headquarters relented. When my JAG and I were reviewing the contents of the documents obtained through the FOIA, we noticed many lines were blacked out. I asked my JAG why, and he told me those were (secret) which meant people's names were being kept out of the investigation, as were certain dates and certain times.
Probably the only way to view the entirety of such documents is by a grand jury order? A court may have to decide what can and cannot be made available for the public to see. A grand jury could order that the documents remain sealed.
Being that a death occurred because of the closure, this might be bigger than all of humpty dumpty's men and women involved. But it would need to be proved that the person who died could have lived if he or she had received proper medical care at a hospital.
