Ballot measure to expand the California legislature from 120 to 12,000 members

John Cox, a San Diego County real estate mogul, hates the way the California Legislature operates, so he wants to make it bigger. Much bigger.

Cox heads the Rescue California Foundation, which on Thursday was cleared by the state to circulate petitions for a proposed ballot measure that would expand the Legislature from 120 members to 12,000 members, each elected from neighborhood legislative districts of 5,000 (for Assembly) to 10,000 (for Senate) residents.

By having lawmakers elected from very small districts, the proposal could force candidates to spend more time going door-to-door seeking votes and less money on television ads and mailers, Cox said.

“We are converting campaigns for the Legislature from huge, mass-media efforts to little neighborhood efforts,” he said. “You are taking money out of political campaigns by doing this.”

By cutting the pay and expenses of the Legislature, the proposal would save the state $130 million annually.

They have 400 representatives. So proportionally that is even bigger than the CA proposal. The main problem is the CA is simply too big to govern effectively. Probably should be split into 3 states or so.

CA is very Republican...in parts.
If you free them up you're creating a lot more GOP reps.

Their pay would be based on an average of the block of people they represent. They are IMMEDIATELY recallable. The districts are drawn from work areas and not just neighborhoods.

Voila. You've got Councils and direct people's rule. Then: ALL POWER TO THE SOVIETS!

99.9% of the 12,000 politicians would be absolutely powerless and would just show up to vote, and tell whips how they'll vote.

Only the people in the leadership positions who can bring bills to a vote would have any power.
