House GOP proposal emerges on debt, but not shutdown

Washington (CNN) -- An offer Friday by House Republicans to President Barack Obama would temporarily increase the debt ceiling without reopening the government right away, GOP sources told CNN's Deirdre Walsh.

The proposal followed a White House meeting on Thursday between the President and the House GOP leadership that participants described as positive in tone.

However, the agreement outlined by House GOP sources failed to meet a key demand of Obama and Democrats as well as some Republicans because it lacked a temporary spending plan that would end the partial government shutdown now in its 11th day.
