The Senate Continuing Resolution IS a HUGE Compromise

http://www.americanprogress.org/issues/budget/news/2013/09/30/76026/the-senate-continuing-resolution-is-already-a-compromise/

The Senate continuing resolution (CR) is a temporary funding measure meant to keep the government operating until the comprehensive budget is finalized.

This CR would set the relevant funding levels at an annualized total of $986 billion.

The CR is about $70 billion less than what the Senate's comprehensive budget plan.

Paul Ryan's house budget is $967 billion - so the CR is basically about what Paul Ryan wanted.
