State of National Emergency declared by the President?????
A State of National Emergency was signed by George W. Bush on September 14, 2001, the Friday after 911. It was after the church service that afternoon, so it didn't get much press.
The question is: Has it been rescinded?
And if not, can Obama use it to raise the debt ceiling?
