If GOP so worried about NIH, why does Paul Ryan's budget have 10% cut to the NIH budget in FY 2014?

Much has been made of Dana Bash's question to Reid: if you can help one child who has cancer, why wouldn’t you do it?

Real Truth - excerpts from article linked below -

Ryan released a 10-year spending plan on Tuesday. The plan imposes extreme cuts to non-defense discretionary programs, which include line-items such as the National Institutes of Health (NIH), Head Start, education, and air traffic control. While the sequester cuts have dealt a devastating 5.1% cut to NIH funding for the remainder of this year, the House plan could mean more than a 10% cut to the NIH budget in FY 2014.

They are intent on drowning the entire government in the bathtub. Or at least the parts that Grover and the Kochs don't like.
