Such an order would be used as an excuse for impeachment, of course.
As FDR said of the opposition to his New Deal, "I welcome their hatred!"

(10,303 posts)Some kind of address to the nation... something that might go like this:
"Congress have not funded the government to fulfill its obligations to the American people. I do not know when Congress will pass a budget. As President, I have some hard choices to make.
As you may already be aware, the operations of most of the non essential services have been suspended, and those that are still operating do not have the funding to continue operations for much longer. I am requiring that all non-essential services using funds appropriated from the previous budget withhold 75% of the rollover funds so that operations can be funded to continue longer at a reduced level.
In the previous budget, Congress introduced a sequestration measure. I am required to comply with the sequestration requirements.
I have instructed my cabinet to comply with the Congressional sequestration to cut spending - across the board - on essential services by a further 10% for this 2013-2014 fiscal year. This funding can be restored, however it is up to Congress to appropriate the funding for these services.
Thank you, and may God bless America."
The reason for doing this is to go straight for the 1%. Make the government shutdown inconvenient for them, and harder to run their day-to-day business operations. Since corporate money and the wealthy seem to have a whole lot more influence on our Congressional representatives than the rest of us, we got to wake it up and make it talk. Sadly, money talks... and a lot of money speaks loudest of all.
