House panel opens hearing on IRS targeting of conservative groups

“We provided horrible service here. I will admit that,” Miller said in response to one Republican questioner. “Whether it was politically motivated is a very different question.” He told another GOP lawmaker, “We centralized cases based on political activity. Seems to me he should have provided a list of all the groups the IRS had targeted.
