McIntyre is a blue dog from North Carolina from a right-wing district. Pelosi probably told him to go ahead and vote in favor of repeal so his seat can remain Democratic.

But truth is, Matheson is a Republican wearing the Democratic label. I can't think of a single thing Matheson has backed the Democrats on (with the exception of voting for Pelosi to be Speaker).
