This years Super Bowl using the GOP scheme

Using warped GOP logic, lets say the Super Bowl goes like this:

1st Qtr 2nd Qtr 3rd Qtr 4th Qtr
Baltimore 7 7 3 0

San Francisco 3 3 0 21

Does SF win the game as they have a higher final score or since Baltimore won more quarters, are we going to split quarters like congressional districts and thus in this scenario, Baltimore, despite being outscored wins the game as they won more quarters...

This is the ACTUAL GOP logic for the next presidential election and it should scare the ^$^$#^ out of everyone....
