Wisconsin recount observer says Waukesha County is double-counting Donald Trump votes

http://www.palmerreport.com/news/waukesha-wisconsin-double-donald-trump/381/

As the statewide Wisconsin recount continues to get underway, the recount observers representing various presidential candidates have been sharing their first hand experiences online. Observers in some counties have found no issues at all, while others have reported concerns and suspicious incidents. But one recount observer Waukesha County is now making the flat out accusation that county officials are purposely double counting Donald Trump’s votes and pulling other shenanigans during the recount.

The accusation comes from recount observer John West, who has been documenting his experiences on his own publicly visible Facebook page. On Sunday evening he flatly declared that “I’m calling out fraud.” West went on to make the following specific accusations: “Waukesha County Wisconsin is obstructing the recount blatantly. Making up rules to shut out allowed observers. Double counting Republican ballots. Taking machines out and returning machines that break down after midnight hoping to avoid any observers.”

In the comments section of his own post, linked above, he went on to elaborate that “They aren’t invalidating clear duplicate and unsigned ballots that were mailed in,” thus explaining how the double-counting is taking place.

These are serious accusations of improper behavior, which if proven true would represent criminal fraud. We’re reaching out to Mr. West to determine what evidence he has in terms of documenting the behavior in question. But the mere fact that a Wisconsin observer is making these accusations is newsworthy in and of itself, as he claims to have witnessed all of the above with his own eyes. This is particularly notable in that Waukesha is one of just twelve Wisconsin counties (out of seventy-two) which have are refusing to a hand recount, instead relying on a machine recount.

So, in November of 2004 there were 236K registered voters. In the Spring General Election of 2004 the election results showed the registered voter roll at 233,415. (source) So the county picked up a marginal number of voters for a 1.3% increase in the rolls leading into a BIG Presidential election.

Flash forward to The February 15, 2005 Spring Primary in Waukesha. Over a period of about 3 months the voter roll ballooned from the 236K seen in the November 2004 Presidential Election up to 282,390. (source) So in the 8 months leading into the 2004 Presidential Election there was a marginal 1.3% increase in the rolls netting about 3000 additional new voters. However in the 3 months after the election, which showed an anomalous 97.63% turn out, suddenly the rolls surged to the tune of almost 50,000 new voters and upped the rolls 20%. I suppose that's one way to even out a suspiciously high turn out.

Furthermore, remember that first number I told you to hang on to? The 283,820 eligible voters in the county of Waukesha in July of 2004? This new surge in the voter rolls has now pushed total voter registration in Waukesha County to 99.5% of elegible voters being registered to vote by February of 2005. Sure stinks and sure has all the earmarks of election fraud.

and was allowed access mail in ballots that had been turned in, but were spoiled for some reason. He went in to correct them -- and was allowed to do it.

So, yes, I can see this being orchestrated. I can see a group sending ballots in without signatures, and people wittingly or unwittingly going in to the precinct to vote.

I can also see someone in the precinct recognizing that the ballots came in unsigned and an operative then calls the voter to tell him or her that their ballot was spoiled, and won't be counted; so why don't you come in and vote in the precinct

Either way, the person who is counting those ballots has committed fraud.

they've been yelling about non existent voter fraud sine they stole bush in and have been using as the pretext for passing voter suppression legislation all over the country. it also helps their election officials to rationalize their fraud. they've been yelling on those stations for months about obama and dems giving millions of 'illegals' drivers licenses that would allow them to vote.

which is what trump was blabbering about. and because dems ignore rw radio they get away with it.

and the U of Wisconsin supports 5 limbaugh stations and 2 hannity stations by broadcasting sports on them. so they help republicans all day, screaming about dem voter fraud (and global warming denial and defunding public ed) and will call for mobs to intimidate vote counters and judges, etc.

and they're doing it while flying the badger banner over their station.

KNOWN SECURITY CONCERNS:

*SECURITY SEALS = Ideally, the DS200’s exposed ports, memory card access areas, ballot box doors and case seams would be covered with tamper-evident security seals. The integrity of these seals should be maintained at all times, and only breached under controlled, explained circumstances. Seals should be logged to maintain chain of custody of sensitive materials.

*THE MEMORY CARD IS SENSITIVE = Corrupt memory cards may be able to introduce viruses, cause the main election server to crash and falsify votes. Access to the memory card should be controlled, monitored and logged at all times.

*BALLOT BOX ACCESS =Optical scan systems have at least one and possible more ballot boxes. Each ballot box should be inspected by a voter at the beginning of voting to make sure that they are empty. These ballot boxes should locked and/or be sealed with tamper-evident tape.

*UNRESPONSIVE TOUCHSCREENS =During EAC testing on the Unity 3.2.1.0 voting system, some DS200s stopped responding to interactions with the user interface. The anomaly presented itself at random times during the testing process. ES&S informed the EAC that the root cause of touch screen unresponsiveness is linked to an improperly implemented internal system log. This log is only accessible to ES&S technicians when troubleshooting errors with the fielded system. {... .}

*CORRECT INKS = Some Optical Scan systems have trouble reading red inks or inks with red in them. Voters should use the writing instrument provided at the polling place or, if voting at home, black ballpoint pen that does not bleed through paper.

*SKEWED BALLOTS = During testing on the Unity 3.2.1.0, a DS200 did not count a valid mark for a race. The anomaly was discovered when county testers reviewed the printed election summary report for the DS200 unit. The count for a single contest did not match the expected results. The test was performed to verify that ES&S had corrected a previous anomaly with similar symptoms. The county testers were using a 17” ballot with contests concentrated in the lower sections of the ballot. {. . .} In the course of the review, the EAC found various degrees of ballot image distortion; with the 17” ballot having the largest degree of skew. The EAC is working with jurisdictions, VSTLs and the manufacturer to understand and resolve this issue.

During the EAC Certification process it was revealed that a DS200 coded for Election Day counting will not support more than 18 precincts, ...

My stomach turned when I heard him say that to his followers because that I knew his rally goers would definetely do this and that would have definitely made him win these states no matter how blue they were. In fact, I wanted to sign up after the election to say this theory but it was hacked and I just recently was able to sign up. Unfortunately still haven't been able to start my own thread, so this is my first post venting out my frustration about it.
