Congress will still have the final say, as they have the right to challenge and reject each and every vote.

If the election falls to the House, they have to vote for either Clinton or Trump. They can't pick someone else.

so that's less than likely.

Any GOP elector who was thinking of it would have to be aware that a lot of Trump supporters would try to end them if they did.
