It is a long shot, to be sure. Were Boxer’s amendment, which would amend the U.S. Constitution, to pass, it would not take effect until it had been “ratified by three-fourths of states within seven years after its passage in the U.S. Congress.”

If we can't fix the Constitution, we can start chipping away at how each state delegates the electors, allow proportional representation.

Which brings us right back to Republicans.

For it to work somewhat fairly, the votes need to be apportioned by population.

That's my understanding. If my understanding is correct, I don't believe a congressional bill can eliminate it. Am I wrong?

an EVEN BIGGER margin of victory, because he would have spent more time campaigning in NY and Los Angeles, then he should be completely supportive of this bill. No?

What about the argument that the electoral college gives poor and minorities an edge? Not enough this time, obviously.
