Why McCain is going after Rice: The GOP lost foreign policy advantage

since Obama has been president. They cannot win an election without foreign policy 'supremacy'. They desperately want it back. They will stop at nothing to make sure the weakest possible Secretary of State is nominated. That is why they hate Susan Rice. That is why they are attacking her. Because she is a great candidate: very qualified, mentored under Hillary and Bill. She is the brilliant choice if Hillary has to retire.

the next Presidential election if they can't take foreign policy back from Obama.

He has more experience and recognition thoughout the world.
I don't think it has a much to do with who is SOS, but more to do with their idea of transparancy and truth. McCain may have a grudge agianst both the President and Rice because of things that were said during his run for President and for Graham, it is all about having to run for reelection soon, and for other Republicans just a need to follow the leaders.

1) Republicans REALLY want John Kerry to get appointed to something so they can try to capture his senate seat in a special election with Scott Brown. Without Obama's coat tails, and with the out of power party usually more motivated to turn out and vote, they could very well win it.

2) Republicans need something to demonize Obama over and get angry about. Bangazi and the lies they're spreading about it and Rice repeating false intelligence she was given make her an easy scapegoat, despite the fact that she had zero to do the situation.
