It all depends on what kind of person does it.

If it's a one-time thing from an upstanding citizen, then it's just a playful joke.

But if it's something you do all the time; or have a reputation for being creepy and/or abusive toward women/girls; or worse, have a reputation for at least talking about sexual assault... then it's really creepy even if it was meant as a joke.

So in donnie's case, in isolation it's ok. But knowing everything else, it's creepy.
