It's actually almost exactly the other way around. The Clinton Foundation gives I think 88% of the money it raises to the overseas aid programs for which it says it raises the money. According to the independent CharityWatch.org, anyway:

overhead. A popular RW talking point which is a lie. It has not been used for a "pay to play" Trump scheme.
