Thank you, LisaL for pointing me to the correct answer!
(I had the link directly to the PDF of results and missed that note on the St. Lucie Supervisor of Elections website.
My husband just brought this into me. According to the State of Votes Cast from the State of Florida Division of Elections (http://www.slcelections.com/Pdf%20Docs/2012%20General/rescan/GEMS%20SOVC%20REPORT.pdf), All but one precinct had more than 100% turnout.
According to their totals, the county has 175554 registered voters and 247383 ballots were cast.
In the Presidential race, they show 175554 registered voters and 123301 votes cast in that race.
This is very strange. I am not sure what to make of it!

(44,974 posts)Has to do with ballots having more than one page.

(44,974 posts)Ballot had more than one page. So they count each page as the ballot cast.

(101,361 posts)It is simple - there were 2 cards handed out (you can see the number of cards registered for each question is one value for the first questions, and then another value for the second, since it seems some people didn't bother filling in the 2nd one). So 'cards divided by registered voters' is really about twice the true turnout value.
I don't want to see anyone recommending this thread before the OP has been edited to explain this. Let's not look as stupid about this as the freepers did a couple of days ago.

(44,974 posts)The ballot had two parts, they count each part as ballots cast.
It doesn't equal 141% voter turnout.

"note* - turnout percentages will show over 100% due to a two page ballot. the tabulation system (GEMS) provides voter turnout as equal to the total cards cast in the election divided by the number of registered voters. also note that some voters chose not to return by mail the second card containing the amendments."
