They can't raise rates, because the low rates are the only thing keeping the economy stable.

If they could lower them now, and take back the increase from earlier this year, they would. But then they would look like idiots for all their statements about increasing this year. I think they had suggested up to 3 increases in 2016. They barely made it to 1.
