Democratic presidential nominee Hillary Clinton is putting the spotlight on disabled Americans in a speech Wednesday that will focus on improving their job opportunities while also reminding voters of one of Republican rival Donald Trump’s most controversial moments.

The speech, set to be delivered in Orlando—the geographic center of the nation’s most consequential battleground state—will repackage many of the same policies and themes that Mrs. Clinton has already unveiled. But it will be the first time she makes treatment of disabled people the focus of a single event.

It’s also her attempt to thread a political needle.

In a race in which voters have historically hostile views of both candidates, Mrs. Clinton is aiming to make a more positive case for her candidacy. But by focusing on the roughly 1 in 5 Americans with disabilities, the former secretary of state is also reminding voters about a controversial moments involving Mr. Trump: the November campaign rally in which the former reality TV star mocked a reporter and appeared to imitate his disability.

Mr. Trump’s performance at that rally, in which he curled his wrists and shook his arms, has been highlighted in TV ads aired by Mrs. Clinton’s campaign and Priorities USA, the super PAC backing her candidacy.

Mr. Trump has said that he wasn’t mocking the reporter’s disability, and portrayed himself as an advocate for disabled people. “I spend millions of dollars making buildings good for people that are disabled—millions and millions,” he said July 28 in an interview on Fox News. “Do you think I’d ever do a thing like that? What I was indicating was a man who was groveling.”...................
