There are 3 sets of rules or laws that matter: Party rules, State Ballot laws, and Electoral College.

The article goes into detail, but the underlying takeaway is that, no matter when they try to do this (if they even try), chances are it would be a horrendous shit-storm for the RNC.

I know that Republicans traditionally "fall in line", but surely turnout would be affected by the die-hard Trump fans who sit this one out?
