When Joe revealed that Trump had met with a foreign policy expert for advice and THREE times in an hour he inquired "Why can't we use nukes?", General Hayden was asked about a President using nuclear weapons and the safeguards and checks built in.
His reply was, "The use of nuclear weapons program by a President is designed for "SPEED and DECISIVENESS".
THAT fact brought on a stunned silence and then a GASP from the panel.
