I heard this on TV, maybe someone can find the tweet. When Obama has his interview with Chris Wallace, talking about the Clinton emails, Obama said, 'There's top secret and then there's top secret." Saying that some are not quite as dire as others.
Someone said that Snowden tweeted from Moscow, "There are top secret and other top secret? I wish someone had told me that."
Now that's funny,

He didn't. He divulged info on his own country's international covert operations.
