I am an amateur historian and collector of American popular song, from the mid 1800s to 1940. As such, I have seen many videos and heard many recordings of minstrel shows, which often were blackface (burnt cork) and often used stereotypical black characters in a way that we consider vile and repulsive today.
The repertoire for a show used a sort of emcee called Mr. Interlocutor. He was often the straight man. The acts would often play their jokes off his lines.
That's a glimpse of what I see in the "skit" Hillary and deBlasio and the actor used, about CP time. I see the Mr. Interlocutor, and the jokesters.
I guess we are lucky it didn't go this far:

(937 posts)The phrase or initialism has been referenced numerous times in various types of media, including the films Bamboozled, Undercover Brother, Let's Do It Again, House Party and several television series: The Mindy Project, Prison Break, The Boondocks, The Wire, Weeds, Where My Dogs At?, Reno 911, 30 Rock, Everybody Hates Chris, The PJs, Bridezillas, Mad TV and Cedric the Entertainer Presents, Empire, and reality series The Real Housewives of Atlanta. In the Black Jeopardy sketch aired during the March 29, 2014 episode of Saturday Night Live, host Alex Treblack (Kenan Thompson) says upon the sound of the final bell, "As usual, we started late."
There was also a 1960s public interest program produced by Detroit Public Television with the name Colored People's Time, as well as a 1980s play written by Leslie Lee which consisted of 13 vignettes of African American history from the Civil War through the Montgomery bus riots.

Kid n' Play talked about CP Time in House Party, which came out TWENTY FIVE YEARS AGO!! And it was already old and firmly part of the culture by then. NOTHING could explain so much about this primary and who's supporting who and why better than this unhinged whining over CP Time.

(47,209 posts)joking about it like that would get her off the hook. HA. She was annoying, but yeah. I'm amazed people had no idea that is from Hamilton as it is such a huge phenomenon. Tickets are going for $$$$$$$- there has never been a harder to get ticket in NYC history and it has been to the White House twice already. I have a feeling they tried to do a quick collab with the Hamilton thing, and just trusted them to write something cool. It was a weird thing to even attempt, but "everyone loves Hamilton".

In fact, immediately before Hillary's cameo, DeBlasio was being instructed by one of the cast members from Hamilton to tout his skills in a more hip-hop style (a la the musical). He then proceeded to rap about how great he is before introducing Hillary whom he referred to as his "homegirl".

New York City Mayor Bill de Blasio has had his fair share of gaffes since he took office two years ago, but they may pale in comparison to his latest public faux pas.
During an appearance alongside "Hamilton" cast member Leslie Odom Jr. and Democratic presidential front-runner Hillary Clinton at a black tie event with influential journalists and politicos in the Big Apple this past Saturday, the mayor was teased for taking his sweet time to endorse the former New York senator.
"Thanks for the endorsement, Bill," Clinton quipped. "Took you long enough."
To which de Blasio replied: "Sorry, Hillary, I was running on C.P. time." An audience member can be heard shouting - "No!" - after the line was delivered and was met with only a smattering of chuckles. The term "C.P. time" refers to the racially insensitive term "colored people's time," which has perpetuated the stereotype that African-Americans are lazy, unreliable and often late to appointments. ....
