among the politically aware after delaying entering the senate race and after that delaying beginning her campaign for so long that many people grew extremely impatient and doubted she was running at all.
This is kind of a "local" joke.

Due to segregated conditions and widespread poverty, some black neighborhoods in the United States have been called "the ghetto" or "the projects." The use of this term is controversial and, depending on the context, potentially offensive. Despite mainstream Americas use of the term "ghetto" to signify a poor urban area (predominately African-Americans), those living in the area often used it to signify something positive.
The black ghettos did not always contain dilapidated houses and deteriorating projects, nor were all of its residents poverty-stricken. For many African Americans, the ghetto was "home", a place representing authentic blackness and a feeling, passion, or emotion derived from the rising above the struggle and suffering of being black in America. Langston Hughes relays in the "Negro Ghetto" (1931) and "The Heart of Harlem" (1945): "The buildings in Harlem are brick and stone/And the streets are long and wide,/But Harlems much more than these alone,/Harlem is whats inside." Playwright August Wilson used the term "ghetto" in Ma Raineys Black Bottom (1984) and Fences (1987), both of which draw upon the authors experience growing up in the Hill District of Pittsburgh, first a neighborhood of early European immigrants, then a black ghetto. Depending on the context and social circles, the term 'ghetto' or 'hood (short for neighborhood) can be a term of endearment for where the individual person has been brought up or lives.

The areas chosen usually consisted of the most undesirable areas of a city. In the 19th century, Jewish ghettos were progressively abolished, and their walls taken down, though some areas of Jewish concentration continued and continue to exist. In some cities, Jewish quarters refer to areas which historically had concentrations of Jews. For example, many maps of Spanish towns mark a "Jewish Quarter", though Spain hasn't had a significant Jewish population for over 500 years.

Among racial and ethnic groups, African Americans had the highest poverty rate, 27.4 percent, followed by Hispanics at 26.6 percent and whites at 9.9 percent.
45.8 percent of young black children (under age 6) live in poverty, compared to 14.5 percent of white children.
When pretty damn close to half of young black children are below the poverty line, that's a national tragedy.
Pretending it's not happening does nothing to rectify the situation.

Then Spike Lee's satirical movie, which they obviously used for this skit, says that such a person feels he "has the right" to be as demeaning as he wants. While whoever wrote the skit seems to think such a person really DOES have that right.

(32,712 posts)There's a big difference between a racist using the original n word and someone (an in-group person) making a cpt joke. DeBlasio gets a pass in this situation based on his background. The pass isn't necessarily permanent either. Was the joke funny? Not really, but neither of them are known for their charisma. That's another issue as well.

I've heard the joke from black people. I have a Jewish friend who talks about Jewish Standard Time, pretty much the same idea. And people from the Caribbean make a similar joke about island time.
