Are the rules being changed in MO after the people have voted?

I'm not sure what to make of this but time is limited. Are there any Missouri residents who can validate this story.



"We have less than a day to figure this out, delegates will be voted on tomorrow evening in all counties in my district.
My father just informed me that here in Missouri, the State Democratic Party has just decided to change the interpretation of the rules by forcing all counties to allocate their delegates based on the entire congressional district's proportionality vs. the way each county voted in the presidential primary, I.e. previously delegates were allocated based on the way each county voted (see attached documentation).
For example, previously Buchanan County was to elect 10 Bernie delegates and 8 Hillary delegates to the congressional district/state convention. Now the county has been told to elect 9 Bernie and 9 Hillary delegates. Instead of using the Buchanan County's stand alone numbers, the State Party is using the combined vote of 35 counties.
We need help legally to be proactive on this; every delegate matters at this point, and this allows for a disproportionate amount to go to "the other camp."

That paper is for the Congressional District Convention later this month. The question, as I understand it, is how delegates selected at the county level at tonight's Mass Meetings are allocated. Based on a document linked in the original reddit post, it appears that counties will proportion their delegates according to the results in that county, not the CD.

I'm going to volunteer to be a delegate for Bernie. I'll ask about this!

Edited to add: Someone in the KC4Bernie Facebook group says this has been debunked??

11. I wasn't selected as a delegate; the two who were both UMKC grad students in economics.

We had 8 people show up for Bernie, so we could choose 2 delegates and two alternates.

Only two showed up for Hillary, so both are delegates and there aren't any alternates from my ward.

At least one person in the KC4Bernie group says it has been 'debunked!" I dunno! I do know that, according to friends, more people have been showing up for Bernie than for Hillary.
