Has Clinton yet explained in exact detail how she will "improve" Obamacare?

I haven't really heard any specific policies yet from her about how she will do anything she plans to do. I want the same level of detail that Sanders has provided us for many of his policy positions.

Quite amusing given the "where is Bernie's details and HOW WILL HE PAY FOR IT" mantra from the Clinton people.

But don't expect any cable news "journalist" to ask her. She's Hillary Clinton and she will not be denied.

She has not broken down how much all of her "platitudes" will cost as Sanders has done using data from sources he cites. She has not explained how exactly this currently unknown figure will be paid for. She then fails to express how she will get republicans to agree to improve a law they want repealed.
